Paul Saltzman serves as general counsel for Ellington Management Group, LLC, a private investment management company specializing in fixed income relative value strategies, with an emphasis on the mortgage-backed securities (MBS) market. From June 2004 to January 2008, Saltzman served as chief operating officer of ESpeed, Inc.[1] a leading developer of electronic marketplaces and trading technology for the global capital markets. He was named as acting CEO[2] of a new futures exchange, subsequently named Electronic Liquidity Exchange, but resigned that position and his eSpeed position in January of 2008.[3][4][5]

Background

Prior to eSpeed, he was the executive vice president and general counsel for the Bond Market Association from 1995 to 2004,[6] where he was responsible for managing the industry association’s Wall Street and regulatory relationships, as well as the trade body’s market practice initiatives, and regulatory and legal affairs.

Previous to the Bond Market Association, Saltzman served as in-house counsel for Greenwich Capital Markets and Kidder, Peabody & Co., and as an attorney for New York and Washington, D.C.-based law firms. He has served as a member of the Duke University Global Capital Market Center Advisory Board and on the advisory committee of the SEC Historical Society.

Saltzman served as a trustee for the Institute for Financial Markets (IFM) for many years.[7] He also served on the advisory board for the Review for Futures Markets,[8] a financial journal published by Kent State University in cooperation with the IFM.

Education

Saltzman received a B.A. from Clark University where he graduated Magna Cum Laude and Phi Beta Kappa. He also received a J.D. from the Boston University School of Law.[9]
