Russell Loubser is the CEO of JSE Limited, owner of the Johannesburg Stock Exchange and the Safex derivatives platform, and a member of its board of directors since 2000.

Loubser joined the JSE as executive vice-president in 1997, assuming the CEO role following the group's restructuring in December 2000, and overseeing its demutualization and stock market listing.

Loubser qualified as a chartered accountant with Arthur Andersen in 1982 and moved into banking with Finansbank before joining Rand Merchant Bank, where he rose to become executive director of financial markets. While at RMB, he worked on the team which developed South Africa's futures industry, with the bank acting as the exchange, clearinghouse and sole market maker for the first contracts on a variety of equity indexes and long-term bonds. RMB was among the 21 institutions which formed Safex, and Loubser chaired the exchange for two years[1].
