E. Javier Loya is the chairman and chief executive officer at OTC Global Holdings.[1] He has also been the president and CEO of Choice Energy, which he founded in 1994. Loya is also a minority stake holder in the National Football League's Houston Texans and serves on the league's diversity committee. He has been director of The Houston Food Bank since December 2012.


Before founding Choice Energy in 1994, Loya was a natural gas options broker with First National Crude Oil. There he managed accounts for major oil companies, natural gas producers, electrical utilities, institutional banks and energy marketers.

He was named Entrepreneur of the Year by the Houston Hispanic Chamber of Commerce and the Young Entrepreneurs Organization in 2002 and received the Ernst & Young Award in 2003. He received the John Jay Award from Columbia University for distinguished professional achievement in 2004. His other honors include: Emerging Leader Award form Greater Houston Partnership in 2007; Hispanic Business Man of the Year from US Hispanic Chamber of Commerce in 2004; and Entrepreneur of the Year from Ernst & Young in 2003.[2]


Loya graduated from Columbia University in 1991 with a Bachelor of Arts in political science.
