Richard Heckinger is former vice president and senior policy advisor, Financial Markets Group, at the Federal Reserve Bank of Chicago. He is retiring at the end of June 2015.
Before joining the Federal Reserve, he was director and head of the Deutsche Böerse/Eurex US Representative Office located in Chicago. Previously, he was a managing director for Global Link at State Street Corp. in Boston, where he earlier managed the company-wide conversion to the Euro currency.
He is an emeritus member of the College of Business Advisory Council at Illinois State University. He is also a member of the editorial board of The Journal of Financial Market Infrastructures.
Heckinger started his career in financial markets at the Chicago Board Options Exchange in 1973, and has held positions in trading operations, project management, clearing, risk management, product development and marketing. He was head of options trading for the opening of the equities options market at the Bourse de Montreal.
In the early 1980s he was deputy managing director of the Chicago Mercantile Exchange’s European Representative Office in London for four years. In the 1990s he was chief operating officer of the Stock Exchange of Hong Kong, and subsequently, chief executive of the Hong Kong Securities Clearing Corporation. He has also served on international committees and working groups for the financial services industry, including the Federal Reserve Bank of New York, SWIFT, the International Securities Services Association and the OTC Derivatives Regulators’ Forum. He was a member of the Federal Reserve Bank of Chicago Financial Markets and Payments System Work Group, and was Midwest US Regional Director for the Global Association of Risk Professionals.
He was an Infantry Sergeant in the US Army.
Heckinger received an MPhil. Degree in Economics from the London School of Economics and Political Science, University of London, a B.A. Degree in Mathematics from the Illinois State University, and has completed the Advanced Management Course at the University of Chicago.
