Hüseyin Zafer took over as acting CEO of Borsa Istanbul following the resignation of BIST President İbrahim Turhan in February 2015 in order to run for Parliament in the upcoming elections. Zafer was previously executive vice president and CFO at Borsa Istanbul.[1] He later became chief human resources officer, but resigned from the bourse in April of 2016 as part of what a bourse spokesperson called a restructuring of the exchange.[2]
Background[edit]
Zafer started his career with the Central Bank of the Republic of Turkey (CBRT) Directorate General of Foreign Exchange in 1981. He continued to work for the CBRT in the secretary general's Office, and also on the surveillance and inspection of banks and financial institutions. From 1994-1998, he was assigned to work in the establishment of the Savings Deposit Insurance Fund (SDIF), while he also assumed the position of accounting manager in charge of Treasury and Fund Management.
From 1998 - 2001 Zafer worked as deputy general manager of the Directorate General for Statistics under the Central Bank of Turkey. From 2001 to 2004, he was the New York Representative of the CBRT, and worked as consultant during the 2004-2008 period, as communications and foreign relations director from January 2009-May 2012, and as general director of statistics from May 2012 to April 2013.
He became group director of finance and communications at Borsa İstanbul in May 2013. He was appointed executive vice president of Borsa Istanbul on August 1, 2013.[3]

Zafer graduated from the Department of Mathematical Economics at Hacettepe University as valedictorian in 1980. He earned an MA in money and finance from Northeastern University in Boston, MA as valedictorian.
