Jacqueline Mesa
Jacqueline H. Mesa is chief operating officer and senior vice president, global policy for the Futures Industry Association. She was promoted to the COO post in March 2019, after serving as senior vice president of global policy at FIA from June 2013 to March 2019.[1] As COO, she advises FIA CEO Walt Lukken on all strategy, policies and operations and serves as a liaison with the FIA board. In her role as SVP, global policy, Mesa is responsible for helping develop, implement and manage FIA's global regulatory relations and policy agenda. She works with FIA teams in the U.S., Europe and Asia to implement consistent global policy positions for members worldwide, and works with regulators and policy makers on cross-border policies that impact members. She also leads FIA's work on the Basel III capital requirements for cleared derivatives and clearinghouse risk. [2] Mesa currently serves as a member of the board of Women in Financial Markets, formerly Women in Derivatives.[3] Background[edit]Previously, she worked at the Commodity Futures Trading Commission, where she served as director of international affairs starting in 2006.[4] Also, in November 2013, at the inaugural board meeting of FIA Global, the entity that brings together the FIA and the London-based Futures and Options Association, the board named Mesa as its executive director, responsible for leading and coordinating its global policy efforts. Mesa began her tenure at the CFTC in 1998 in the CFTC Division of Enforcement (DOE) as a trial attorney and later worked in the DOE office of chief counsel providing legal advice on international issues. Most recently, Mesa served as legal counsel to Commissioner Walter Lukken, advising him on legal, regulatory, and policy issues affecting the CFTC, with specific emphasis on enforcement, adjudicatory opinions and global markets issues. Prior to joining the CFTC, Mesa was an assistant attorney general in the Missouri Attorney General’s Office.[5] In her role as director of international efforts, Mesa led several initiatives, including:
