James M. Swartwout is a securities industry executive with more than three decades of experience in retail brokerage operations, clearing, and trading technology, whose career has spanned several of the largest discount broker-dealers in the United States.

Background[edit]

Schwab, Fidelity and Early Career[edit]

Swartwout began his career in retail brokerage during a period of rapid industry transformation, when discount brokers were displacing full-service models and self-directed investing was expanding. His early roles encompassed customer support, back office operations, trading and order management, clearing operations, and branch operations — a breadth of exposure that became the foundation for his subsequent executive responsibilities. One of his earliest employer positions was at Charles Schwab where he worked at the 24 hour Indy Base in Customer Support and later overseeing StreetSmart overnight order review and management after the firm launched desktop trading, before moving into Branch Operations in Tampa, Florida. He later joined AmSouth Investment Services, a brokerage subsidiary of the Birmingham, Alabama-based AmSouth Bancorporation, where he worked in retail brokerage delivery and operational administration as the head of discount brokerage operations. His next role was in 1996 when he joined Fidelity as the risk manager for the firm's brokerage center in Blue Ash, Ohio. [1]

The period during which Swartwout built this early foundation coincided with the accelerating shift toward electronic trading in equity markets. The growth of online brokerage platforms through the late 1990s and early 2000s placed a premium on executives who understood both the technology and operations sides of retail brokerage, and Swartwout's cross-functional background in clearing, operations, and customer service positioned him to move into increasingly senior leadership roles as that transformation progressed.[2]

E*TRADE Financial[edit]

Swartwout held senior leadership positions at E*TRADE Financial, a pioneer in online retail brokerage, including roles as vice president of global trading operations and president and chief operating officer of E*TRADE Clearing LLC. He was critical in launching the firm's first east coast operation and ran trading operations, order routing and best execution throughout his tenure with the firm. He launched E*TRADE Clearing in California, the firm's self-clearing subsidiary, responsible for the settlement, custody, and reconciliation of customer securities transactions in 2002. As president and COO of that entity, Swartwout oversaw the infrastructure that underpinned E*TRADE's ability to execute and settle trades for millions of retail customers across equities, options, and other instruments.[3]

E*TRADE's growth during the period of Swartwout's tenure reflected the broader democratization of retail investing enabled by the internet and zero-commission trading models. The firm's clearing operations had to scale rapidly to accommodate surging account openings and trading volumes, and the organizational demands on executives managing clearing and trading infrastructure were substantial. His work at E*TRADE Clearing established a direct and detailed familiarity with the regulatory obligations of clearing brokers — including net capital requirements, margin rule administration, and deposit relationships with central counterparties — that would bear directly on his subsequent roles.[4]

tradeMONSTER[edit]

Swartwout served as president of tradeMONSTER, a Chicago-based online brokerage founded in 2008 by Pete Najarian and Jon Najarian that specialized in options trading for self-directed retail investors. Under his leadership, tradeMONSTER was recognized by Barron's as the best online broker for options traders for five consecutive years. The firm distinguished itself through proprietary options analytics tools and a platform designed for active, sophisticated retail traders rather than the mass market.[5]

In May 2014, General Atlantic announced that it would acquire OptionsHouse from PEAK6 Investments and separately acquire a majority interest in tradeMONSTER, combining the two firms into a single standalone company under the OptionsHouse name. The merged entity retained the tradeMONSTER platform technology rather than OptionsHouse's original system, reflecting the strength of the tradeMONSTER build. In July 2016, E*TRADE Financial announced its acquisition of OptionsHouse from General Atlantic for $725 million, integrating it into the E*TRADE platform and adding approximately 154,000 active accounts.[6]

Scottrade[edit]

Swartwout served as chief operating officer at Scottrade, a St. Louis-based discount brokerage that, at its peak, was among the largest privately held retail broker-dealers in the United States by account count. As COO, he was responsible for the firm's operational infrastructure across its branch network and electronic delivery systems. Scottrade's model combined a significant physical branch presence — differentiating it from purely online competitors — with an electronic trading platform, and the COO role required coordinating those two service channels operationally.[7]

Scottrade was ultimately acquired by TD Ameritrade in 2017. Swartwout's experience navigating operations at a large, branch-based retail broker complemented the clearing-centric expertise he had developed at E*TRADE and prepared him for the clearing-focused leadership role he would later assume at Robinhood Securities.[8]

Ally Financial[edit]

Following his departure from the combined Ameritrade Scottrade- entity, Swartwout served as senior director of trading at Ally Financial, the formerly known TradeKing brokerage platform that Ally had acquired in 2016. In that role, he managed trading operations and best execution for Ally Invest, the firm's retail brokerage division, which offered self-directed investors access to equities, options, and other instruments through an online platform. Ally Invest competed in the active trader segment that Swartwout had long experience serving.

Robinhood Securities[edit]

In April 2019, Swartwout joined Robinhood as head of clearing operations, based in the firm's Lake Mary, Florida office. His hiring coincided directly with Robinhood's migration of customer accounts from Apex Clearing Corporation to its newly established in-house clearing subsidiary, Robinhood Securities LLC, which had launched in 2018 under the leadership of Miles Wellsley. Swartwout took operational control of the clearing firm and launched products such as options, securities lending, fractional trading, cash management and IRAs. Robinhood's press announcement noted that he brought "decades of securities and clearing experience" from his prior posts as COO of Scottrade, president of tradeMONSTER, and COO of E*TRADE Clearing LLC.[9]

Swartwout was named president and chief operating officer of Robinhood Securities LLC and subsequently also held the title of president and chief executive officer of both Robinhood Securities LLC and Robinhood Financial LLC during a period of leadership transition in mid-2022. He remained in a senior brokerage leadership capacity until his departure from the firm in January 2025, a tenure of nearly six years. During that period, Robinhood grew from a nascent self-clearing operation into one of the largest retail broker-dealers in the United States by account count, and he was instrumental in building the brokerage and clearing teams that supported that growth, and preparing for the company's IPO.[10]

In December 2020, Swartwout was elected to the FINRA District 7 (South Region) Regional Committee, representing the large firm seat, for a three-year term beginning January 1, 2021.[11]

Prosperum Fintech Holdings[edit]

In January 2025, Swartwout joined the team at Prosperum Fintech Holdings as chief executive officer. Prosperum Fintech has a broker dealer subsidiary, Avant Garde Trading Securities, and education arm Investor Terminal and notably a technology and artificial intelligence company Taco AI. Avant Garde launched its AI enabled trading platform version 2 in 2026 and continues to expand on the platform with a focus on high touch service and complex option trading capabilities. The firm also utilizes chat and phone bots to answer customer calls off hours, service accounts and through a partnership with WNSTN allows for rewsearch and analytics. Prosperum Fintech Holdings has received a provisional patent for systems and methods for SEC and FINRA compliant chatbot communication.

Risk Management[edit]

Swartwout's role as president and COO of Robinhood Securities LLC placed him at the operational center of one of the most consequential risk management episodes in modern retail brokerage history. On January 28, 2021, during the meme stock trading frenzy in GameStop, AMC Entertainment, and other heavily shorted equities, the National Securities Clearing Corporation (NSCC) issued a collateral deposit demand of approximately $3 billion on Robinhood Securities — approximately ten times the requirement earlier in the week — driven by the firm's concentrated customer exposure and a surge in volatility. Robinhood Securities had approximately $696 million in collateral already on deposit, leaving a deficit of approximately $3 billion that the firm was required to post or risk being unable to clear trades for its customers.[12]

At 6:29 a.m. Eastern time on January 28, Swartwout texted Gretchen Howard, Robinhood's chief operating officer, with the message "Huge liquidity issue." He later confirmed to committee staff that Robinhood had anticipated and modeled for approximately $1.4 billion in "core" collateral charges but had not modeled for the additional $2.2 billion Excess Capital Premium charge that the NSCC assessed that morning, describing the total amount as a surprise. Robinhood Securities placed trading restrictions on a small number of meme stocks, limiting customer purchases to position-closing-only (PCO) transactions. The DTCC ultimately waived $9.7 billion in collateral obligations across six member firms that day, including Robinhood's Excess Capital Premium charge; without that waiver, the House committee report concluded that Robinhood would have defaulted on its collateral obligations. The committee's report identified Robinhood's failure to model for Excess Capital Premium charges as a significant deficiency in its risk management practices.[13]
