Matthew B. Kulkin is a lawyer and former regulator with extensive expertise in financial regulation and compliance, currently serving as a partner at WilmerHale in Washington DC since October 2022. In his role, he chairs the Futures and Derivatives Practice and is a partner in the Securities and Financial Services Group.[1][2]

Background[edit]

Before joining WilmerHale, Kulkin co-chaired the financial services practice group at Steptoe & Johnson LLP from November 2019 to October 2022, where he focused on advising clients in the financial services sector. His tenure in government includes serving as the director of the Division of Swap Dealer and Intermediary Oversight at the U.S. Commodity Futures Trading Commission (CFTC) from September 2017 to August 2019. In this capacity, he led the division's efforts in overseeing derivatives market intermediaries and addressed issues related to cryptocurrencies and digital assets. He was appointed to the position by then CFTC Chairman J. Christopher Giancarlo.[3][4]

Kulkin also contributed to the CFTC's LabCFTC initiative as a senior advisor, promoting responsible FinTech innovation and competition. Prior to his government service, he was a partner at Steptoe & Johnson LLP and held the position of principal at Squire Patton Boggs from March 2008 to July 2015, after beginning his career as an Associate at McKee Nelson LLP from October 2005 to December 2007.[5]

Kulkin is a prolific writer and speaker at national conferences on the subject of Dodd-Frank Act implementation and has co-authored multiple chapters of the Emergency Economic Stabilization Act Handbook, published by West.

Kulkin holds a Juris Doctor degree from The George Washington University Law School. He also holds a Bachelor of Arts degree in International Relations and French from Tufts University.
