Phillip Stubbs is the chairman [1] of the Securities Commission of the Bahamas, a position he assumed in 2007.


Stubbs has over 36 years of experience in accounting, auditing and business advisory services. Prior to joining the Commission, he was employed by the accounting firm of Ernst & Young where he served as both the managing partner of Ernst & Young (Bahamas) and as a member of the Executive Board of Ernst & Young Bahamas, Bermuda and Cayman Area Practices.


Stubbs is a member of both the Canadian and Bahamas Institute of Chartered Accountants. He is a former Council member, treasurer and secretary of the Bahamas Institute of Chartered Accountants and has served on various Institute committees. He also is the 2006 recipient of the Minister of Financial Services Award of Excellence.

He is a member of the Kiwanis Club of Over-the-Hill and has served as distinguished president from 1982 to 1983 and lieutenant-governor of Merit for the Kiwanis Clubs in The Bahamas from 1986 to 1987. Stubbs has also served as treasurer and Executive Board member of the Bahamas Children’s Emergency Hostel. He is also a member of the Delta Lambda Boulé (Bahamas Chapter of Sigma Pi Phi Fraternity, Inc.).


Stubbs graduated from the Government High School. He also is a graduate of the Atlantic Provinces Association of Chartered Accountants in Halifax, Canada.
