Dr. Ted Kaouk has served as the Commodity Futures Trading Commission (CFTC)’s chief data officer and director of the Division of Data since December 2023. In that role, he leads the agency’s use of data analytics and AI to oversee the derivatives markets and meet the CFTC’s regulatory requirements.

In May of 2024 the CFTC named him as its first chief artificial intelligence officer, responding to the Biden administration’s push to govern the use of AI across the federal government. In the new role, Kaouk is charged with helping to develop the agency’s strategy to oversee and enforce the financial markets.

He joined the CFTC in December 2023.[1]

Dr. Kaouk was included in CDO Magazine's Top 10 data influencers in North America in 2023. [2]

Background[edit]

Dr. Kaouk was previously the chief data officer at the Office of Personnel Management (OPM), where he was responsible for developing the agency’s first federal government-wide human capital data strategy and data products.  Before joining OPM, he was the chief data officer at the Department of Agriculture, where he was responsible for establishing the agency’s first enterprise data analytics platform and a data strategy. He was previously the chief of staff for the USDA chief information officer.[3]

Kaouk also served as the first chair of the Federal Chief Data Officers Council from its inception in 2020 until January 2024. [4]

He began his career in the United States Navy, where he served as a communications officer, overseeing a guided missile destroyer’s computer network, satellite communications suite, and cryptographic program.  As a damage control officer in the Navy, he managed readiness programs for conventional, bio-chemical, and environmental threats to shipboard operations.[5]

Education[edit]

Kaouk received a Bachelor of Science degree from the United States Naval Academy and an M.A. from the University of Virginia, as well as a Ph.D in English with a specialization in political theory from the University of Maryland. He also attended the Key Executive Leadership Program at American University's School of Public Affairs.
