Ananda K. Radhakrishnan is a Washington-based derivatives lawyer, former regulator and executive who is the general counsel of the American Banking Association ("ABA").

Previously, he served the ABA as vice president, Center for Bank Derivatives Policy.

Formerly, he was a partner in the regulatory, derivatives and commodities practice in the Washington, DC office of law firm Norton Rose Fulbright. He joined Norton Rose in November 2014 after spending nine years at the Commodity Futures Trading Commission, most recently as director of the Division of Clearing and Risk.[1][2]

Radhakrishnan served as legal counsel and advisor to the chairman on legal, regulatory, and policy issues affecting the CFTC, with emphasis on clearing, market oversight and enforcement.

From October 2005 until October 2011, Radhakrishnan was director of clearing and intermediary oversight (DCIO). In 2011, as the Dodd-Frank Act added swaps to the CFTC's oversight responsibilities, the commission reorganized some of its divisions. Radhakrishnan became the director of clearing and risk, and Gary Barnett was hired as director of swap dealer and intermediary oversight.

In the DCIO role, Radhakrishnan served as the principal policy advisor in determining and advocating for CFTC policies and procedures. He was also charged with promoting effective, flexible oversight to respond to continually evolving market conditions.[3]

Under his leadership, the Division of Clearing and Risk implemented key requirements of the Dodd-Frank Wall Street Reform and Consumer Protection Act, including regulations with respect to core principles for derivatives clearing organizations (DCOs); clearing determinations issued by the CFTC; regulations governing clearing member risk management and the protection and investment of customer funds; and regulations mandating the straight-through-processing of swaps executed on futures exchanges and swap execution facilities.

Before he joined the CFTC, Radhakrishnan worked for seven years at the Clearing House Division of the Chicago Mercantile Exchange, Inc. (CME), where he was responsible for strategic and risk management planning and project management for the CME clearinghouse. He also worked on initiatives such as cross-margining and mutual offset arrangements and the clearinghouse credit facility.[4]

Radhakrishnan received his law degree from the National University of Singapore Law School and his graduate degree in Finance/Marketing from the Kelley School of Business, Indiana University.
