The late Phil Slocum was a longtime exchange executive who was special advisor to the chairman at the Chicago Board Options Exchange (Cboe).[1]

CBOE appointed Slocum to be its first chief risk officer in 2015.

Previously, he was EVP, Trading Operations, responsible for Cboe's trading systems, help desk, trading floor operations, market data, intermarket linkage, post-trade processing and telecommunications.[2][3]

He retired from the exchange in April 2017.

He was also a member of the board of directors of the CBOE Stock Exchange, now defunct.[4]

Background[edit]

Slocum joined CBOE in 1975 as a trading floor price reporter. During the 1970s and '80s, he coordinated trading floor, data center and office expansion projects and the design and successful relocation of CBOE to a new building, and then helped conceive and implement CBOE’s trading automation. During the 1990s, Slocum directed CBOE’s competitive efforts to win order flow commitments from member firms, and in 1999 he was charged with responsibility for planning and directing all exchange trading functions.

He also worked on the conception, rollout and enhancements of CBOE’s Hybrid trading system.

Slocum was a two-decade member of the Securities Industry and Financial Markets Association (SIFMA) Data Management Division (DMD) and a former advisor to the DMD’s executive committee.

Slocum received his master's degree from George Williams College and his bachelor's degree from Carthage College.
