Stephen Merkel is executive vice president, general counsel and secretary of BGC Partners, a New York-based inter-dealer brokerage firm.[1] On February 5, 2013, Merkel was elected vice-chairman of the Wholesale Markets Brokers' Association Americas Inc. (WMBAA), a group of dealing brokers that was formed in 2009 to promote the industry standards and work with Congress and key public policymakers on future regulation and oversight of over-the-counter (OTC) markets and their participants. Merkel also serves as executive managing director and general counsel of Cantor Fitzgerald, the fixed income trading and investment banking firm that spun off BGC Partners as a separate company in 2008.


Merkel joined Cantor Fitzgerald in 1993 after serving as assistant general counsel at Goldman Sachs. He became director, senior vice president and general counsel of eSpeed, the electronic brokerage firm developed by Cantor in 1996 and rolled into BGC in 2008.

Previously, Merkel worked as an associate with Paul, Weiss, Rifkind, Wharton and Garrison.

In addition to serving as vice-chairman of the WMBAA, Merkel sits on the board of ELX, the fixed income futures exchange that is 25 percent owned by BGC.


Merkel earned a B.A., Magna Cum Laude, from the University of Pennsylvania, and a law degree from the University of Michigan School of Law.[3]
