Victor Werny
Victor Werny is senior director and head of North American exchange-traded product listings at Cboe Global Markets, responsible for regional ETP strategy, issuer relationships, and market-making programs.[1] Background[edit]Cboe Global Markets[edit]Werny joined Cboe Global Markets as an analyst after graduating from college in 2018 and subsequently became a senior analyst and manager on its listings team. As a manager, he evaluated U.S. ETP market-making programs, communicated their requirements to market makers, and helped asset managers assess the trading quality of their listed products. He also handled ETP data and analytics inquiries and worked with issuers considering new listings or transfers. In a Traders Magazine interview, he identified listings colleagues Laura Morrison and Rob Marrocco and former colleague Giang Bui as mentors who taught him about listings, capital markets and market structure.[2] By August 2025, Werny was head of North American ETP listings. On Aug. 5, Cboe Global Markets announced that its U.S. ETF listings had surpassed 1,000, with more than 115 issuers represented. Its Cboe BZX Exchange had added 185 ETFs that year across derivatives, global equities, fixed income and cryptocurrency strategies. Commenting on the milestone, Werny described the increasing use of options and cryptocurrencies in ETF strategies and the role of the exchange's derivatives and market expertise in supporting issuers.[3] Werny also represented the North American listings business in Canadian product announcements. On Aug. 21, 2025, Cboe Canada announced the launch of 10 Purpose Canadian Yield Shares ETFs providing exposure to individual Canadian companies. Werny described the products as an extension of Purpose Investments' U.S. single-stock yield-focused ETFs, which had listed on the exchange in 2022. Cboe Canada served as the exclusive listing venue for the new suite.[4] In a September 2025 interview with John Lothian News, Werny described coordination among Cboe Global Markets' ETF listing businesses in the United States, Canada, the United Kingdom, the Netherlands and Australia. He said the team compared regional listing processes and regulatory requirements to help issuers enter additional markets. He also described collaboration with the company's derivatives, legal, data and index-services teams as actively managed and derivatives-based ETFs became a larger part of new issuance. Those services included expertise in FLEX options and intraday net asset value calculations for derivatives-based ETFs.[5] In State Street's April 2026 global ETF outlook, Werny discussed the development of regulatory standards for cryptocurrency-based ETPs. He described product-specific listing rules as a possible means for regulators and market participants to evaluate new structures and their performance and risk characteristics before considering broader generic listing standards. He advocated an evidence-based framework that balanced product development with investor protection.[6] Education[edit]Werny earned a Bachelor of Science in business administration, with concentrations in finance and marketing, from Binghamton University's School of Management. he also holds a Master of Business Administration from New York University's Stern School of Business.[7] References[edit]
