William M. Farrow, III is the non-executive chairman of the board of directors of Cboe Global Markets. He was appointed to that role on September 19, 2023, after having been lead director of Cboe.[1]

Farrow is the former founding director, president and chief executive officer of Urban Partnership Bank, a commercial bank in Chicago, Illinois. He is the owner of Winston and Wolfe LLC, a privately held technology development and advisory company. He also works as an advisor for the asset management company Cedar Street Management LLC.

He sits on the boards of NorthShore Edward-Elmhurst Health System and WEC Energy Group. He was appointed to the board of CoBank as an outside director in 2007.[2]

He is a Lecturer of Managerial Economics and Decision Sciences at Northwestern University, J L Kellogg School of Management. He is also partner and CEO at FC Partners Group, LLC (FCPG), which focuses on new ventures and advising on business turnarounds.

Before founding FCPG, Farrow was technology leader for the Chicago Board of Trade (CBOT), where he helped create the road map for the CBOT's technical architecture as it moved from open-outcry to electronic trading.[3]

Farrow was previously executive vice president and CIO at the Chicago Board of Trade. Before that, he was senior vice president of eBusiness at JP Morgan Chase (Bank One).

Farrow holds a bachelor’s degree from Augustana College and a master’s degree in management from Northwestern University.
