Chris Allen is a London-based lawyer and bank executive who serves as the general counsel for banking and markets, and general counsel of HSBC Bank plc. In a career spanning over three decades, Allen has held various significant roles in the financial services industry, contributing to regulatory policy, legal strategy, and corporate governance.[1]

Allen joined HSBC in January 2023. He is also a board trustee at Great Ormond Street Hospital Children's Charity and a member of the Global Markets Advisory Committee for the U.S. Commodity Futures Trading Commission. Allen's previous roles include General Counsel at Standard Chartered Bank, global group head of regulatory policy at Barclays, and managing director - legal at Barclays Investment Bank. He has been involved with various regulatory and advisory bodies, including the FX Code Practitioner Panel at the Bank for International Settlements, the Capital Markets Board at UK Finance, and the Executive Board Member IRSG at the City of London Corporation.

In addition to his role at HSBC, Allen has been actively involved in various advisory committees and boards. He has served on advisory committees for the U.S. Federal government, the United Nations Environment Programme legal group, and The Organisation for Economic Cooperation and Development (OECD). His contributions to these organizations have focused on developing international standards for financial regulation and promoting sustainable finance practices.

Allen is also a non-executive director of the International Business and Diplomatic Exchange and has previously served on advisory boards for the Bank of England, the Bank for International Settlements, UK Finance, and the City of London Corporation.[2]

Throughout his career, Allen has been recognized for his leadership and contributions to the legal and financial services industries. He is a Fellow of the Royal Society of Arts and a Fellow of the Royal Asiatic Society.

Education[edit]

Allen's educational background includes advanced studies in law, finance, and technology. He holds a BA and MA in modern languages (French and Italian) from the University of Oxford and completed his Bar Finals at The University of Law. He has earned several certificates from prestigious institutions: cryptocurrencies and blockchain from MIT MediaLab, sustainable finance from the University of Cambridge, RegTech from Cambridge Judge Business School, FinTech from Harvard University, and financial markets from Yale University. Additionally, he completed the Oxford artificial intelligence programme, studied business, international relations, and the political economy at LSE, and attended Université Savoie Mont Blanc. Allen's education is complemented by his early years at The Manchester Grammar School.
