Laconic Infrastructure Partners is a Public Benefit Corporation (PBC) founded in 2019 and headquartered in Chicago, Illinois. The company develops technology solutions and data management platforms focused on environmental intelligence and carbon market activities. It specializes in quantifying, monetizing, and facilitating the trading of carbon-related assets for governments, corporations, and financial institutions.[1]

History[edit]

Laconic Infrastructure Partners was established in 2019 as a Public Benefit Corporation in Chicago, rapidly expanding its presence to Toronto, London, Singapore, and Bali. The company initially positioned itself as a data management and environmental intelligence provider for global carbon markets, successfully raising more than $26 million and delivering technology solutions for sovereign carbon market transactions.[2][3]

Andrew Gilmour served as Laconic’s founding CEO. He led the company from its founding in 2019 until June 2025, overseeing the firm’s international expansion and development of the SADAR™ platform for carbon monetization and market compliance.[4]

Following Gilmour's tenure, Philip B. Kenny was appointed CEO, bringing experience in commercial services and technology solutions to guide the company through a new phase of growth.[5]

In November 2024, Joseph Niciforo became chairman of the board, succeeding Donald Morrison in the role. Niciforo, a veteran of the hedge fund and trading markets, was expected to support Laconic’s strategy in scaling carbon-linked financial instruments.[6]

In August of 2025, James McCall was hired as CEO

Products and services[edit]

The firm's signature product is the SADAR™ (Sentient All-Domain Augmented Response) Natural Capital Monetization (NCM) platform. SADAR™ provides decision-enabling data for carbon market participants and enables governments and organizations to securitize natural carbon assets, create compliant carbon credits, and engage in open and verifiable trading. Services include:

Laconic has worked with the government of Bolivia and the Bahamas to structure high-profile sovereign carbon securities transactions utilizing its platform, supporting national climate goals and efforts to reduce deforestation.[7][8]

Key people[edit]

The founder and CEO is Andrew Gilmour. Key personnel include domain specialists experienced in environmental intelligence and financial market infrastructure.

Controversies[edit]

Laconic’s approach to sovereign carbon market transactions, especially its high-value deal with Bolivia, has attracted scrutiny from local civil society groups and climate advocates. Critics question the credibility and real-world impact of carbon securitization, concerns about transparency, and the risk that market-driven instruments may not deliver promised reductions in deforestation or emissions. Skepticism remains about the lack of prior experience in forest carbon, the complexity of enforcing compliance, and the evolving international standards for Article 6 initiative projects.[9]
