Laura Bayley is a European clearing and financial market infrastructure executive who has been appointed chief executive officer of Eurex Clearing AG, after previously serving as head of clearing services at SIX Group and chief executive of Swiss central counterparty SIX x‑clear AG, with a professional background in law and regulatory policy related to central counterparties and clearing services.[1]

Background[edit]

Laura Bayley has developed her career in the post‑trade segment of financial markets, focusing on central counterparties (CCPs), clearing services, and regulatory governance. She joined SIX Group in 2016, working within its securities services and clearing businesses, and progressively took on responsibility for regulatory and governance frameworks across the group’s clearing entities, including BME Clearing and SIX x‑clear AG.[2] Her work has been associated with projects aimed at aligning CCP operations with European regulations such as EMIR and with the development of cross‑border clearing solutions in European markets.[3]

Within SIX, Bayley became head of clearing services and, in May 2022, chief executive of SIX x‑clear AG at the legal‑entity level. In this role she oversaw the Swiss CCP’s clearing services and took functional responsibility for regulatory and governance topics across the clearing operations of both SIX and BME in Europe.[4] Her tenure coincided with a period of consolidation and integration among European CCPs, in which SIX integrated clearing operations to position itself for growth in derivatives and cash markets, reflecting broader post‑trade trends following the implementation of MiFID II/MiFIR and EMIR updates.[5]

Bayley has also been active in industry representation. She has served on the board of SWIFT, the financial messaging cooperative, contributing clearing and CCP perspectives to discussions on post‑trade infrastructure and cross‑border payments.[6] In addition, she has been involved with the European Association of Central Counterparty Clearing Houses (EACH), participating in discussions on CCP risk frameworks, margin models and recovery tools, at a time when regulators and market participants have focused on the resilience and interoperability of CCPs as systemically important financial market infrastructures.[7]

Her responsibilities at SIX included engagement with market participants and trading venues as CCP services expanded. For example, she publicly commented on initiatives such as offering additional CCP choices for Euronext markets, noting that preferred clearing models are designed to increase transparency and resilience by allowing firms to select from multiple CCPs for the same markets.[8] These developments were part of broader industry efforts to respond to regulatory and client demands for competition and flexibility in clearing arrangements, including considerations of liquidity, collateral efficiency and cross‑margining within and across CCPs that clear futures, options and cash equity transactions for banks and other institutional investors.[9]

In February 2026, Deutsche Börse Group announced that Bayley would join the executive board of Eurex Clearing AG as chief executive officer, effective 1 June 2026. In this position she is expected to lead the European CCP associated with Eurex, the derivatives exchange of Deutsche Börse, which clears a broad range of products including listed futures, options and over‑the‑counter derivatives for asset managers, proprietary trading firms, banks and other clearing members.[10] Her appointment has been presented in the context of Deutsche Börse’s strategy to strengthen clearing resilience and to further develop Eurex Clearing’s role as a central counterparty in European and global derivatives markets.[11]

Education[edit]

Bayley holds a dual academic background in law and Chinese studies. She completed degrees in law and sinology at the universities of Zurich and Berne in Switzerland, a combination that provided her with both legal training and regional expertise, including exposure to different legal systems and perspectives on international economic relations.[12]

Before entering the financial market infrastructure sector, Bayley worked at a large Swiss law firm, where she gained experience in legal advisory work related to financial markets and corporate matters.[13] This early legal practice provided a foundation for her later work on regulatory policy, governance and contractual frameworks within CCPs and clearing services.
